David Vanderpool, P.E.
President
Mr. Vanderpool is an accomplished leader in oil and gas pipelines. He has practiced pipeline engineering as a licensed professional engineer since 1987 and is a proven project manager. Mr. Vanderpool is a specialist on the topics of project management, pipeline hydraulics, pipeline construction, and operations optimization. In 2001, he was chosen to lead all engineering functions for Conoco’s North American Transportation organization and was a member of the operations leadership team.
In 2004, Vanderpool created the firm of Vanderpool Pipeline Engineers Inc. which provides project development, design, project management, project inspection, commissioning services, owner’s representation, litigation support, and management consulting to the pipeline industry.
Mike Zyph
Electrical & Instrumentation Specialist
Mr. Zyph is an instrumentation and controls specialist, with significant experience and expertise in automation systems design for pipeline pump stations, terminal automation for Truck and Rail car loading/offloading, SCADA monitoring and control systems, and PLC control applications with emphasis on installation practices for reliable operation.
His expertise includes overall electrical design (control panels, power distribution, conduit-wire and cable schedules and point to point schedules and diagrams), instrumentation selection, installation and operation, the design and installation of pipeline safety systems, P&ID and One Line Diagrams development, cause and effect design, control philosophy development and start-up procedures, FAT testing, and E&I construction, checkout, and commissioning. Mr. Zyph has both domestic and international experience.
Darrell L. Manceaux
Pipeline Construction Specialist
Mr. Manceaux is a pipeline construction specialist with 21 years of specific cross- country pipeline construction supervision experience, spanning the globe. Combined with his pipeline operating experience, Mr. Manceaux has over 40 years of direct oil and gas pipeline field experience. He is an experienced supervisor with extensive background in liquid and gas transportation systems and their construction, operations, maintenance, and regulatory compliance.
He has held the Construction Superintendent position for pipeline construction numerous times and managed cross-country projects from initial development and estimating through procurement, construction, documentation, start-up, and operation, including development of operating manuals. He has 12 years of International Project experience in engineering offices, manufacturing facilities, and field construction.
Stephen J. Parmentier, P.E.
Vice President
Mr. Parmentier has 8 years of progressive project engineering experience consulting on a wide range of oil and gas pipeline projects, including significant field experience. Mr. Parmentier has extensive experience with pipeline hydraulics, pipeline integrity management, and serving as project engineer including both project management and detailed design functions.
Mr. Parmentier is a registered professional engineer in five states. Mr. Parmentier is especially skilled at pipeline hydraulics, including crude oil, natural gas, and refined products, as well as multi-phase flow.
Terry Thomas, P.E.
Pipeline Engineer
Mr. Thomas is a pipeline engineer responsible for facility project development, design, and construction support for client pipeline transmission and gathering systems. He has experience in pipeline, petrochemical, and infrastructure design engineering. He has experience in difficult topography with horizontal directional drilling and full project execution. Mr. Thomas has more than 30 years of pipeline design, construction, and operations experience.
Keith W. Blumert
Consultant
Mr. Blumert is a rotating equipment expert. Mr. Blumert has extensive training and experience in the design of pumping equipment, gas compression, and all components and materials used in the design and manufacture of rotating equipment, compressors, motors, and engines. Mr. Blumert’s experience in rotating equipment was applied in the development of statistical reliability programs.

Brad D France
Pipeline Construction Specialist
Mr. France has 40 years of experience in pipeline operation and construction. He is an experienced supervisor with extensive background in pipeline systems and their construction, operations, maintenance, and regulatory compliance.
Mr. France has performed the roles of Chief Inspector, Construction Superintendent, and Project Manager on pipeline projects in North America and around the world. Mr. France has extensive domestic and international experience including inside the Arctic Circle, Russia, Syria, and Venezuela. Mr. France has worked on-shore, off-shore, buried lines projects and above-ground projects in all phases of construction, commissioning, and operation.
Jerry A Brim
Pipeline Operations and Construction Specialist
Mr. Brim is an accomplished leader in the oil and gas pipeline industry. He has worked in the industry since 1979 and is a proven Operations and Construction Manager. Mr. Brim is a specialist on the topics of project management, pipeline construction, welding and operations optimization.
As a supervisor and manager for Mobil, ExxonMobil, LDH Energy, and Energy Transfer, Mr. Brim has a proven track record of accomplishments in the completion of numerous projects within safety and budgetary constraints. He is an expert in DOT and Railroad Commission requirements and highly effective in communication and interpersonal skills.
Ronald A Putman
Instrumentation and Controls Specialist
Mr. Putman has over 34 years of pipeline industry construction and operations experience. He is an instrumentation and controls specialist, with significant experience and expertise in Supervisory Control and Data Acquisition (SCADA) and Human Machine Interfaces (HMI).
Mr. Putman has expertise in programming logical controllers to control pipeline pump stations and flow computers for liquid measurement. He most recently led the development and integration of a remote telemetry system to collect data for hydro testing. Mr. Putman’s expertise includes the design, installation, and operation of pipeline systems, and he has both domestic and international experience.
Khiem C. Ngo
Sr. Control/Automation Engineer
Mr. Ngo is an experienced control and automation engineer in the pipeline industry with over 39 years. He has designed, installed, and commissioned countless control/automation systems for major oil and gas pipeline companies that included Oxy, Centurion, Exxon, Mobil, Wolverine, LDH, etc. His significant project experiences and knowledge during this time cover from oil field production to offshore facilities, from crude oil to refined products, and CO2.
Bart Carpenter
Senior Process Engineer
Bart Carpenter has 35 years of process engineering, consulting, and management experience in petroleum refining, gas processing, and industrial biotechnology. At ConocoPhillips, his downstream experience ranged from chief process engineer to corporate roles in operations planning and strategic management for COP’s refining industry. Mr. Carpenter has extensive optimization experience and is skilled at combining business needs with technology to create high value projects.
